In principle, all purchases made by public authorities are subject to public procurement rules. There are various procurement rules, such as the Public Procurement Act (“LOU”), the Act on Procurement in the Utilities Sectors (“LUF”) and the Act on Procurement of Concessions (“LUK”). What these provisions have in common is that they are central and play a major role in the Swedish economy, as the total value of all procurements amounts to approximately SEK 800 billion each year.

Despite the fact that procured contracts are common, and play a major role in society, many people perceive the rules as complicated and complex. It is not possible to say that those who perceive the rules in this way are wrong, as procurement can often be complex and difficult to understand; several circumstances need to be taken into account and extensive demands are often placed on both the contracting organisation and the supplier.
